NEW DETAILS: Infant Found With Pacifier Taped To Mouth

Jefferson County (WVLT) -- It was a startling find by Department of Human Service caseworkers Tuesday at Noah's Ark Daycare in Jefferson City.

Acting on a tip, they went into the daycare center around 2:00 PM.

That's where they found an infant in a dark room with a pacifier taped to his mouth with packing tape.

The DHS workers immediately called 911.

DHS Worker: "The, um, evaluator that's with me went to the back to investigate. A child has tape on it's mouth with a pacifier shoved inside of it."

State officials say they found the infant with two crisscross pieces of packing tape across it's mouth.

DHS Worker: "We're staying outside because we're a little upset."
Dispatcher: "Ok."
DHS Worker: "And we're afraid we might say something we might regret!"

Area police and children's service officials were all called to the scene to begin an investigation and DHS officials say they suspended the daycare's license.

"It's unbelievably, our staff found an infant, four months old, in a darkened bathroom in a bouncy seat with a pacifier taped to his mouth," said Michelle Mowery Johnson, Director of Communications for DHS. "It's just incredible that this is going on that is was going on."

Johnson said the agency had a good three star rating.

But the daycare has had problems in the past.

DHS workers once found a pillow and stuffed animal in a young child's bed, posing a danger for Sudden Infant Death Syndrome.

"We were told by the agency they knew all about SIDS," Johnson said. "There had actually been a child that died there from SIDS two years ago."

We attempted to talk with the owner of the daycare, identified by the Associated Press as Kim Trentham, but no one came to the door.
