Foster Parent Accused Of Reckless Homicide Expected In Court

Morristown, Hamblen County (WVLT) - The foster father charged with reckless homicide in connection with the death of his foster son on Saturday, is due in court today.

The Hamblen County Sheriff says 53-year-old Kenneth Wayne Taylor put 16-year-old Jordan Kaleb Shelton in a choke hold.

An autopsy shows Shelton died from asphyxiation.

A Department Of Children's Services spokesperson says extensive background checks are done on prospective foster parents, including TBI and FBI fingerprinting, an Internet records check, and a D.C.S. records review of every adult in the household.

What D.C.S. Is looking for is any abuse, neglect, or other crime involving children.

Violent crimes of any kind are also a problem.

Records show Taylor had been convicted of DUI and drug possession in 1997, but alcohol and drug convictions longer than five years ago do not prevent someone from being a foster parent.

Jordan Kaleb Shelton will be laid to rest later this morning.

His funeral will be at 11:00 this morning at Manes Funeral Home in Newport.

Burial will follow in Stokely Chapel Church Cemetery.

Donations may be made in memory of Kaleb Shelton at: Green County Bank, 602 Cosby Highway, Newport, Tn 37821.
