Are restaurant surcharges a good idea?

(WVLT) -- Austin, Texas restaurant owners say they are now levying to add surcharges to bills to help take better care of their employees. The added fee would be anywhere from a $1 to 3% of the bill.
The money would go to employee paid time off, healthcare, and other benefits not usually given to restaurant service employees. Those dining out have the choice to pay the fee, or opt out.

The Austin, TX restaurants aren't the only ones experimenting with these new surcharges. Establishments in Chicago, San Francisco, Wisconsin, and Minneapolis are also experimenting with it.
