Historic Pryor Brown to be converted to residential and retail space

KNOXVILLE, Tenn. (WVLT) -- Pryor Brown, a historic downtown garage, is going to be converted into a retail and residential space. The garage was once scheduled to be torn down.

Royal Properties, the owner of Pryor Brown, will partner with Dover Development on the project. Dover Development specializes in restoring and repurposing old buildings.

“This is great news for downtown,” said Knoxville City Mayor Madeline Rogero. “We’ve been very focused on finding a way to keep the historic Pryor Brown standing. This looks like a great project and is another step toward keeping downtown unique and vibrant.”

The developers are requesting development assistance in the form of Tax-Increment Financing, which would need to be approved by city council and county commission. The city created a new independent financial review by a third-party expert as part of its TIF evaluation, and the Pryor Brown proposal will be the first project submitted under that process.
