KNOXVILLE, Tenn. (WVLT) -- A bill presented by Oklahoma State Representative George Faught would ban abortions of a "potentially viable child" in cases of Down Syndrome or other genetic disorders even if the child is a result of rape or incest.

Faught said "The Lord uses all circumstances" in defense of the bill when asked whether he believed rape and incest are the will of God.

"Well you know, if you read the Bible, there's actually a couple circumstances where that happened," said Rep. George Faught in response to the question about rape. "And the Lord uses all circumstances. I mean, you can go down that path, but it's a reality unfortunately."

When questioned about incest he responded, "same answer, doesn't deal with this bill."

"It's a great question," said Faught. "Obviously if it happens in someone's life, it may not be the best thing that ever happened, but you're saying that God is not sovereign with every activity that happens in someone's life? And can't use anything and everything in someone's life? I disagree with that."
